1. Understanding of SALEYARDS - LIVESTOCK EXCHANGES

a) Horsham Regional Livestock Exchange

  • Designed in 1998
  • Constructed the facility in 1999
  • Managed and Operated the complete facility 1999 - present

b) East Gippsland Livestock Exchange

  • Soft floor under roof approximately 10,000 sq m
  • Earthworks, drainage, scales, walkways including disabled access, double loading ramps, excess of 200 selling pens, etc.

c) Armidale Saleyards

  • Soft floor under roof approximately 10,000 sq m
  • Earthworks, drainage, walkways, scanners, almost 200 selling pens, etc.

d) Stage One Processes with Stakeholder Meetings and/or Infrastructure Draft Designs and Review

  • Dubbo, Horsham, Dorrigo, Hamilton, Northam, Yea, Wedderburn and Coonamble, Gracemere, Muchea, Ballarat, Bathurst Saleyards

e) Other major projects completed by Atlex include:

  • Construction of the Cooma sheep saleyards
  • Three major developments at the Dubbo Saleyards including the very important circular seven way cattle draft endorsed by Dr. Temple Grandin
  • 37 additional pens at Naracoorte Saleyards plus two adjustable cattle ramps with electric winches

g) Atlex have been involved with the implementation of the National Livestock Identification Scheme (NLIS) since its inception three years ago in Victoria, the first Australian State to adopt the technology.

h) MLA Soft Floor Research Report completed in July 2006 in conjunction with LEC and Scanclear.

4. Methodology

Project from the consultative meeting and be presented within eight weeks

Overview

Meet with project management team. Review project concept and planning completed to date.

Task 1: Consultative Meeting

Obtain all information from all stakeholders and decision makers and future livestock selling methods including future demands for saleyard selling, features required, environmental and animal welfare requirements and other future impacts.

Task 2: Site Inspection

Critically review the physical and operational components, suitability of current location for future needs.

Task 3: Draft Concept Design and Development Application

This should include species, as required, facility with a broad outline of the roads, parking and effluent treatment works on the site.

Task 4: Final Design

This will include complete drawings with specifications and Bill of Quantities. It will include ALL aspects of the project and a budget figure

Task 5: Project Management - Construction

The complete Project Management of construction through to commissioning of all aspects of the project including all site management and reporting to the Principal with weekly detailed meetings

Task 6: Management and Operation

The complete Management and Operation of the facility with a fixed Contract including all sale management, maintenance, agistment, cleaning, financial invoicing, and reporting to Principal.

5. Team Members and Resources

Atlex Stockyards has assembled an experienced team of professional with diverse backgrounds in saleyard development, demand analysis, planning approvals, civil engineering works and regional economic development this important study.

Project Team Structure

The Atlex Stockyards project structure (see Figure 5.1) includes a dedicated project manager, Ian Crafter, who will be responsible for the day-to-day management of the project. As Operations Manager, Ron Crafter will be responsible for ensuring that the Atlex Stockyards ISO9001 Quality System is implemented on the project, and serves as an additional contact for your group.

7. Stages of Development

Commencement is able to proceed on awarding of any aspect of tasks required.

8. Expectations from Your Group

The study involves one visit from the Project Manager, Ian Crafter, for the consultative meeting plus another visit for the presentation.

It is based on using the resources of your group for the Consultative meeting and organizing participants to attend.

Payment to be in in various stages determined at the start.

9. Costing of Proposal

Atlex has the experience of quoting for some hundred major projects over the past twenty years, in addition to designing and building nearly 2,000 additional stockhandling facilities.
